Kathleen “Kitty” Juniper advises companies, with a focus on health-related businesses, based on over 25 years of diverse, real-world experience.  Her goal is “to deliver the best strategic legal advice that will help my clients achieve their business goals.”

Ms. Juniper assists clients with business transactions and operations, new products and services, regulatory matters and government approvals.  Typical transactions involve issues related to managed care, retail health, licensing, advertising, privacy, contracts, compliance and business structures.

Ms. Juniper brings a diverse background in law, business and government to her clients’ matters.  In private practice, she has advised corporations on strategic business transactions.  As in-house counsel and government relations director for a national optical retailer, she led a corporate team that established a subsidiary vision care health plan in record time, then became the plan’s president.  In Washington, D.C., she practiced consumer protection law at the Federal Trade Commission and investigated the practices of various industries’ players.

Ms. Juniper has served on the California Advisory Board on Health Care Service Plans and various trade association and government/industry committees.  She also directed the government relations program for UCSD’s medical center, school of medicine and health plan.

Ms. Juniper believes in strong civic and professional involvement and is a member of the American Health Lawyers Association, Lawyers Club of San Diego (current Advisory Board member, past President), California Women Lawyers (past Governor), San Diego County Bar Association (past Co-Chair client relations committee; co-chair Diversity Taskforce), California Society of Health Care Attorneys; the American Civil Liberties Union (past Board member) and Run Women Run.  She served on the San Diego Volunteer Lawyers Program Board (past co-chair committee establishing an endowment fund; past Chair, Justice for All Dinner) and is a business associate of the California Association of Health Plans.

Ms. Juniper enjoys hiking, new adventures and outdoor concerts.  She loves and hates politics.  Her most interesting job was regulating the Ohio coal mining industry and facing rifle-bearing greeters during an environmental inspection.  In her next life, she wants to be an investigative journalist or a rock star.
