Elizabeth Daniels practices health law. She represents healthcare organizations and providers in matters involving transactional, operational and regulatory health law. She has substantial experience in a number of areas, including but not limited to: compliance, reimbursement, responses to government investigations, contract review, risk management, joint ventures, Medicare and other payor audits, health information technology (HITECH) and HIPAA Privacy and Security. She is an active participant on the California Department of Managed Health Care’s Health Plan Oversight Roundtable.
Previously, Ms. Daniels served as the U.S. General Counsel for an international healthcare system based in Mexico for six years. As General Counsel, she successfully sponsored two legislative bills and testified twice before the California State Legislature to expand healthcare offerings within the State.
Ms. Daniels also provided the original legal counsel to a San Diego-based mobile technology company through their construction of the first integrated HIT solution for housecall physicians entering collaboration with hospitals through Transitional Care Programs and with home health agencies through an EMR Exemption from the Stark prohibitions. She retains her interest and expertise in this rapidly-expanding and complex field driven by the health reforms proposed by the Obama administration.
In 2008 the San Diego Daily Transcript recognized Ms. Daniels as a “Top Corporate Counsel” on the merits of leadership, ethics and professionalism, community involvement and substantial achievement as in-house counsel. She is also a past president of the San Diego Chapter of the Association of Corporate Counsel (ACC-SD); during her tenure the Chapter was recognized as “Chapter of the Year.” She has served with the San Diego County Bar Association’s Delegation to the California State Bar Conference of Delegates, and is an active member and speaker on behalf of Lawyers Club of San Diego. From 2006 to 2007 Ms. Daniels served on the board of Volunteers in Medicine – San Diego, a community-based free clinic utilizing retired health care professionals to care for the uninsured.
Prior to law school, Ms. Daniels worked as a Policy Analyst for the non-profit research institute ANSER, where she held a Top Secret/SCI clearance and participated in a wide range of studies, including the evaluation of Defense Department requirements for personnel recovery and accounting, and analysis of strategic airlift and special air mission requirements.
